Joint Venture between DHI Water & Environment and the two German consulting companies ERM Lahmeyer International GmbH and GOPA Consultants have executed a Tacis Caspian Environment Programme (CEP). The first phase was executed from January 1998 to June 2000 and the second phase from June 2000 to the end of 2001.

ERM Lahmeyer has managed the project and been responsible for the Project Co-ordination Unit in Baku, Azerbaijan, and the Caspian Centre for Desertification in Ashgabat, Turkmenistan. GOPA has headed the Caspian Centre for Bioresources in Astrakhan, Russia.

DHI has managed the Caspian Centre for Pollution Control in Baku, Azerbaijan, and the Caspian Centre for Water Level Fluctuation in Almaty, Kazakhstan, managed by ERM Lahmeyer in phase I.

The main results of this project have now been published in a report: "State and Challenges of the Marine and Coastal Environment of the Caspian Sea (Transboundary Diagnostic Analysis)"
